I think that this is a good time to reveal something that may not have been obvious to some people and which most people are not active on forum. For the most part, players only see the forum as an aid for guides/questions and are oblivious to know that being part of the forum community can be beneficial.
Out of 21 voters, 16 agrees that the guild limitations should be raised, and 5 disagrees. We can take number and use it as a sample size of the server, because not everyone is active on the forum. We can also look at this in "real life" with our politics, no matter where one is from. It is impossible to get an 100% voter turnout, and because of this, most of the time only about 40-60% of the population do vote. Which also means that these 40-60% of voters are deciding the best route to take for the everyone.
I don't think that the numbers are inflated because the total amounts of votes is only 21. 21 players makes a lot more sense for a forum community size. If the total amount of voters were like 130, and 123 agreed to raise the limits on guild members, I would be suspicious of leaders forcing members to vote because not everyone is active on forum. If 130 people were active on forum, this forum should be alive, like alive alive, but it's not. Truth of the matter is not everyone cares for the forum and will not check it daily.
