So Developer said on other thread this was fixed and locked it, now seavoy skill whirlpool has NO EFFECT at all. Keep going and changing stuff where there isn't a need to because a few people cry. Vanilla my ass keep making stuff easier for them.

It does have Effect, like is should have by design.
It does reduce ship speed.

Edit.
The Manuf gives so much speed, that it's hard to notice the drop. And Whirlpool effect is only around it's area, and restored upon exit from it.
So it's hard to notice for Lv1 Whirlpool. I would suggest to open the Ship stats window and experiment a bit.

Ok so it does have about a 67 speed reduction thats a big change from Vanilla where if people entered on speed manu they were penalised. Now if someone enters on speed manu you can't even notice a change. There's no need to even try avoiding the skill at all. Some things needed changing from the so called "vanilla" and i get that, but this wasn't one. Anyway your server do what you want.

Because it was constantly reducing speed because of bugged code.
Not just that, But the actual "bug" report was posted after 6mo from server start.
I would assume that many players just abused it for own gain.

Maybe it is bugged because most seavoys of their guild is a failure. Hehe

For Now. it works, as It was designed in the first place.
It does slow down ships that pass by.

Abused? Both parties use it and there are set terms for the skill to even make an effective impact. In which world does someone go in a whirlpool and come out and sail away like if nothing happened. It survived for years on official and FC/DS had a bunch of pk there. Don't see whats different here compared to there.

You changed amps of luck and amps of strive from any level, how they were designed to 65 and lower. You take out the entire Rep for credits by design and are making an entirely new system HoP. You changed stalling from design and made offline stall etc. You guys change things from how they were by design when its convenient.

I'm not sure how the skill works exactly, but why doesn't the effect scale with the enemy ship speed? So when a ship without any movement speed boosts enters a whirlpool, the effect is hardly noticable but when someone with a ton of speed (accel, atom, tail wind, etc) enters, the slow is bigger and he won't exit the whirlpool immediately.

If you wanted to make sea pk obsolete because it's opressive, why weren't sea weed killers added when I requested them several months ago? I'm fine with removing the weird bug from whirlpool, but completely making the skill useless? Big no.

Whirlpool worked like this :
-If someone entered whirlpool without any manu boosts etc they would have been slowed like developer mentioned but only while inside the effective range. Once outside that range their speed went back to normal and they would sail along their merry way.
-If they had on ship accel and ran into a whirlpool their ship speed would have been greatly decreased but still faster than normal while accel is on. If accel came off your ship speed would have been very low like you are hardly moving.
-Now if you got hit from whirlpool while on atomizer your boat sometimes lost control and sailed all over.
Making it having a higher or more severe punishment/penalty depending on the speed you were moving at which I can understand.

Now the greater the speed the less likely to see an effect as the amount of time spent in that small area isnt even worth mentioning. Could as well remove the skill altogether.

So I assume this one is key here.
OK. What if Whirpool remove N levels of Speed from ship? to make equivalent to what it was, except for bugging out ASPD to negative.

Dont customize too much. Either keept the bug or remove it.

It also made your boats movement speed negative?
