People say "you stole my ug" as if they were supposed to get the ug if i didnt do oss at that time. It is like they are saying my oss affects their chances. Some say that only a certain amount of ug can be gotten in a day. Is this true at all? Or is chance of ug from oss independent of all other events?

It's all nonsense. Everytime you dig an OSS, you have a certain % chance of getting each item (or trap, or gold). It has nothing to do with other people.
