Game Running in slow motion

Hey guys,

I do not know but my PKO was running very smoothly for 4 months ,but now from today , it is running in slow motion, Like fairies rotating very slowly.. Every skill is perform slowly.

My internet is fine and got cori-7 with 8gb ram..
I have looked at my services but could not find anything suspicious
My laptop is not getting hot,

Please do not ask for version update / re-install. I have already done that

I tend to get this "error" periodically too where you feel like your FPS on animations is close to 0. It persists for a few days/weeks then disappears without having touched anything and it's fine for a couple of months.
