Problems With Cpu Usage

Hi guys, I have a problem with this game.Particularly Pko. No problem when running Dota or Pubg or Fornite.
Problem: when i run this game it tends to give me lag. Not Network Related lags but the Movement in the game are delayed.When i launch task manager it says that i have a really high Cpu Usage Particularly this game. May i get help from ppl that is really good on computer or pc?

Method Tried: Uninstalling Numerous Tries: Dont Work
My Computer Spec:GeForce GTX 1060 6GB,DirectX 12,8192MB RAM,Intel(R) Core(TM) i5-7400 CPU @ 3.00GHz (4 CPUs), ~3.0GHz
I think thats all that is needed right ^^?
Would really want to attach a pic of CPU usage but i dont know how. PKO used 30% of my cpu (from task manager) which is kinda absurd if u think about it xD. Please help me i really love the game . This doesnt happen to me.... but not sure why it does now.

OK here's the thing. You say it's not network issue but then proceeds to describe problems that is exactly network issues.

We'll need you to record the "problem" by using your cellphone's camera, record 10-15~ seconds of the "lag" you talk afterwards upload and share the video with us so we can be sure what problem is.

Ever since that wide screen update my game has become much slower. Sometimes I have to restart pc just to normalize it somewhat. Before I could easily dual or triple account, but now even if i dual my other character cant autofollow properly and always stay behind. After some time game loses fps. Yesterday it was crashing when I tried to full screen it, but today full screen works fine. Thing is I dont notice any cpu usage issues etc. And it is just this game that became "laggy" and low fps. To me it feels that maybe this wide screen update isnt optimized well.
My pc is i7 7700k, gtx 1070.

Well on my 24 screen monitor now I see more of land, before it was some blue screen on sides.

That is just some camera tweak, it is enabled by going 'video settings' in the launcher itself, you can too, disable the camera tweak there.
