The only reason why you are having difficult is because you have programs installed in your PC that's actively blocking unrecognized or uncommon applications from connecting to world.

but a few hours earlier i was logging and then my internet conection fell down... and since that happend im having this problem

In general, you have poor ISP and/or PC that's bugged with various anti-spyware that's blocking active connections. There is not much we can do.
