What could be the real problem?

All right I'll break this down and I will make it short as much as possible. I don't know if someone has said this already but I will go ahead and write it again since nothing is being done. Let's say this game is divided into three classes. And yes you guessed it right; lower, middle and upper class.
Lower class
- those who just started game, those who've been struggling to lvl and earn gold, who resorts to begging to higher classes because they got nothing, never purchased rums, depends on salvage, manu, cooking, etc make gold, lacking knowledge of in-depth understanding of this game
Middle class
- those who meet average player lvl in the game, dont make a lot of gold in game but pretty self-sufficient, depends on salvage, manu, cooking, etc make gold too but purchased rums once, have quite the knowledge on how this game works (economy, quest, characterwise and etc.)
Upper class
-the elite players of the game, reached lv65- 74 already, had tried every features of the game like everything, consist of heavy mallers, know every bit of info of the game from
bugs to all kinds of items, maps, bosses, mazes, skills, manu, etc., well-equipped players

So heres my conclusion.
-support lower class by adding a feature on which give them minor rewards such as Discipleship/Mentorship, events with very minor rewards (e.g. 10 rations prize) can be Q&A event on world chat or Find GM event ( maybe thrice a week) and lastly, short, straightforward and easy to access guides like How to Make Gold 101 , how to lvl 101 etc.
-support middle class by offering them more opportunities to gain more lvl exp and move forward in the game since most of them are lv45-64 who are still struggling to move past lv 65.
- and for the upper class, I think they reached the phase wherein they have nothing to do anymore in game goal-wise because they had tried everything already. They get bored and most just quit. To solve this, adding a new content one step at a time isnt a bad idea at all. This will open more new goals for players whose always want to thrive.

These will make server alive and enjoyable again.

That is a good idea but i think Q&A in world chat is a little unnecesary. I think it would be better if they create a New NPC who only gives the rewards to players from "X" lvl to "Y" e.g (from 0 to 45) and yes for Middle and upper classes it is necessary to improve game's activities like opening new maps etc so there will be more opportunities and Fun :D.
 
Did 0 Hexa in this server. Atm lv 70.... Hexa is for nawbs =P
 
same here not Once Have I took hexa, lv65 only though xD
 
From my personal experience, the main problem would be, aside from the "monopoly" of guilds (Something that can always be overthrown) the gap between mallers and non-mallers.

Before people start bashing my opinion with comments including the inability to buy gems or equips from the mall and such, do remember that the mall is of massive importance in this game.

Speaking from a non-maller perspective, the game can run relatively smoothly, until you start reaching those lv65+ levels, when you start getting 3-5% per nana and HB, meaning that investing in leveling becomes insanely costly, not to forget Pet costs, which too are off the charts, and we're not even talking high level equips, you can be any level you like, but without proper gear which is costly (Kals are several mils each, CA gear is expensive as hell too) you once again won't be able to compete with others.

So while non-mallers have to pour insane amounts of money to keep their pets alive and generally choose between leveling or making massive savings for proper gear, mallers can sort of "cheat" through the pet costs and (not taking time into account) as well as the leveling costs, and can prioritize their money for gear or gems.

Although it's PERFECTLY FINE for mallers to have an advantage over non-mallers, I believe that the gap between the two simply becomes exponentially bigger as the game goes on. Sure, in old ToP where the economy was amazing, and the playerbase was way bigger, it didn't really matter. You could PK with people who are on your own gear level, be it in PKMap, PvP Bar or later on Dream City, not going to the "competitive" level where most of the mallers were, and instead sticking around and competing with other "low/middle class" people was more than fine.

That's not the case here though, sure you can try and make a guild which doesn't ever plan on going DW or CA or BD... it just means that you miss out on nearly every single feature that's left here and can be considered relatively fun, so you either go hard or go home. For a server with a playerbase like this, I believe that having such a big gap between mallers and non-mallers is definitely a bad idea. I mean, the people saying that they hit lv70 without a single hexa are mallers. Most, if not all the highest geared/highest level people are mallers as well.

I doubt people will agree with me here, but I believe this is the root of the server's problems. I'm not playing at the moment, but I still do hope the "honor for pirates" or whatever it's called (Award center) being developed at the moment, alongside the guild updates will begin to solve the problems that the server has.

I would disagree here
A few days ago I met a real new player ingame
And I was shocked to see that most of levelling places for 40-60 are Empty
One party was in Treants
And one guy was power levelling own char in Chill
and that's IT!

So where is that "Middle" class?
Yes it's true a few hours ago i was making a Party for lvl up and only got 4 guys and i also thought where are the guys who complain about their lvls? But I've read people opinios saying that they leveled without Hexa so i assume you all guys know that killing mobs requiere not only time (obviously) but also good stuffs because killing high level mobs most of the times by yourself with NPC stuff is not easy and as i readed it requieres also a lot of Exp bonuses, i just think that a little push for lvl 40-60 would be helpul.
 
yeah hexa that's not nerfed for lv70 and below would help those newbies while keeping balanced with those who are ahead and lv71+.
