Solution to avoid strong players getting everything and weak players can only buy things from the strong players:
- Create a PVM dungeon where you can get unique gems.
- Put unique gems into the cash shop.
The problem when you put unique gems directly into the cash shop:
Players just buy item shop items, sell some for money, buy chests/lvling. Now he has everything he wanted just by spending lets say 100$. Now they spend another 400$ and they have all gems max lv and wipe your ass without even having to kill a single monster while you played 8h, did dungeons etc everyday.
What does a player have if he dont mall? He has to lvl alone (unless someone is nice enough and lvl him for free). He dont have any gold nor items. He will NOT be able to get any gems unless he buy from the cash shop. He will be mad because a lv 45 player who didnt do anything except spending some money will one slash him while he is lv 60+ and worked a lot.
- Gems Lv 3
If you do limit the gems to lv 3 FOR A WHILE you will have a problem -> none is going to sell any gems because they are stacking the bank full with lv 3 gems. If they need some money ( for rations as example he might be selling 1 gem )
If the gems are going to be limited to lv 3 for ever then people might cry that they dont have anything to do. Why go ca? You go there 1. If you are bored and want some PK. 2. To get gems/ca frame.
If there is no limit at all people wont even bother trying to get lv 6 and higher gems because its nearly impossible -> they will sell all the gems
- About the PVM dungeon to get unique gems.
If there is not such a dungeon the non-mallers (new players) are simply fucked. Now for you brainless people please do not cry "if there is pvm dungeon to get ug's none will go pvp dungeon or the server is going to be flooded with ugs". There is no one who says you have to drop at least 1 or 2 ugs per dungeon. If youre unlucky you will not even get one UG within 5 dungeons. Getting UG's should be hard but not impossible also harder to get than in a PVP dungeon and of course opened within same time as PVP dungeon.
PVP Dungeon = Chaos Argent.
PVM Dungeon could be the same as chaos argent just without PVP possibility.
- About people who might cry about "nothing to do"
To avoid this there shouldnt be any limits. Once you limit something you take away possible things to do.
And dont come to me now with "but in tales of pirates it worked for 8 years". This is not TOP/PKO nor does the same community and hype exist. 95% of the players are old TOP/PKO players who dont like to be weak and want everything asap. The 5% are new players who never played top/pko before they dont bother if they are weak or not.

I still vote for not putting the ugs directly into the item shop. Let people work, farming ug vouchers in PVP & PVM dungeons and then they require a key from the item shop to open the ug vouchers.
This way you get 1. People have something to do. 2. You dont get everything just by spending money. 3. You push the economy (people selling vouchers, keys and ugs) 4. More people are going to buy some item shop points.
