As we all know these two classes suck doing chests, leveling alone, or even plvling because their only source of damage is Spiritual Bolt.
My suggestion is really quite simple and it's not broken: give Spiritual Bolt a 20-30% chance to deal 1.5x damage, shouldn't be hard to code because it's already a bonus that Voyagers get with BD set, and it's rather fair to give these two classes a RnG factor that will improve their performance.
Also when it comes to PvP, we already get a big penalty at CA, and high lvl PK such as Abba, players tend to high HP so it wouldn't make it too op.
