does anyone knows where to find the formula to know how much hit rate is needed to hit a target with ''x'' dodge?
 
we need a sandbox feature or test server with all items at 1g for testing this kind of stuff.
even Ragnarok and League of Legends has one.
 
I dont think a sandbox is necessary. Just knowing how the formula works would suffice.
I.E. If some char or a mob has say 180 Dodge how much HR do I need to hit this @ 100% consistency?
At 75%? 50%? The minimum? Obviously there is something being calculated in the background that determines this.

An Example:

I have something like 208 HR and Swamp Warden
has 212 Dodge as you can see in the database. I still miss while meleeing this although I would say I probably hit it at about 70-80% with my current HR.

I assume that once I reach 212 HR I will be hitting it 100% of the time. Is this assumption correct? This is something I think all melee classes would appreciate as although some of us do not have top PK ability (in just skills like IS as example) we do have good PvE ability due to our HR and maybe Dodge rates.

For the High lv players out there which I will be joining the ranks in the near future. I am sure they would like to know that if some boss perhaps like Black Dragon (Bad example since it has shitty dodge) or babies or even for things like Black Dragon Lance
Or in the future something like Abyss Mudmonster - Karu
Or Abaddon bosses how much hit rate we would need to consistently hit it because honestly IMO I would rather deal
1k per melee on a boss like this 100% of the time and slash 10k
than hit 2k melee 10% and slash 20k.

I agree with this. Although dodge is pretty simple to understand (Get enemy mob's hr + 90 and you're good to go). Hit rate is a bit odd. For instance I have a 100% hit rate on Evil Tribal Warriors (258 dodge), but I miss "half the time" on Shamans (270 dodge).
 
X Dodge is useless cos HR/normal attack or Crit random x2HR

is no random game rule.

Base HR will surely bullseye the target no random occurence.
