Nerfed CA frames

I am used to the old CA Frame with 21 pr 640 hp 7 all stats and 3hp recovery, but recently I've been noticing some weaker frames in stalls, with 18 pr or less hp. Where these weaker frames are coming from?

CA frames are not nerfed !! You can get a maximum of 27 PR on Ca frame and 18 PR on a ca frame, 66-86 Def 600-700 HP, hp recover 0-8. These are the variables of the item its all randomly generated when you open the chest and get a framestone.
Every piece of equipment's stats can have variables, even UNS gear . Lets take for example 65 unsealed armor for cruz it can have 28-30 PR 75-100 def and so on ...

Not sure, but every single CA Chest I've seen get opened had the same "green" equipment with the exact same stats. Recently I've seen both a weaker Frame (18 PR and other stats lower as well) and a weaker Paw (53? Movement speed, less dodge, etc.)
