why is Item mall more expensive than Original TOP?

in Original TOP could get 1k IMP with 50$ or 2K with 100$ and normaly during events there were additional rewards with each 2K IMP boughts. This is mroe or less a private server but the exchange rate is half.
Any particular reason for that?
