OK it does appear to be something very wrong on PayPal side because;
Other payment processors working fine for fact
Paypal's diagnostic tool is returning a "empty" status which is not supposed to be, typically it returns HTTP code.
A stroll on google/searching reveal there is a lot of concern from all over world talking about PayPal IPN not working for instance: http://downdetector.com/status/paypal
That being said, I am going try, too, contact PayPal to see what we can do.
I just got word from PayPal, they are claiming that the problem has been gradually fixed, in other word, if you make new purchases it will be processed immediately, as for older purchases, it will be re-tried and processed again sometime soon (as there is big backlog)
