I would recommend you to delete everything and download the latest setup (V 1.1.9)

The problem is probably due to fact you have voice chat running, Try restarting your PC and do nothing else but start the launcher so it can safely overwrite the system files.

1. Close all clients/game/applications
2. Delete the client, empty recycle bin
3. Redownload the 1.1.9 setup
4. Disable all antivirus/spyware etc
5. Run the 1.1.9 setup (do not run anything else)
6. Let it update itself, may take few minutes
