Add a new server and then merge the data at a later point, it will allow new players to get into the game a bit more and others to relive the early game hype. If momentum starts to die, then merge the server into the existing server.
I only found out about this server this month and I'm annoyed I missed the start hype!
You'd be surprised by what the placebo effect of a new server can have, it can encourage tonnes new players to play (that missed the window) and give energy to existing players.. People think it's a sign of a dying game but it's actually a natural part of the MMO cycle that should not be feared.
The effect of a server merger is significant too. The tension it creates and the excitement of worlds unknown to each other combining, squaring up and figuring out a new hierarchy.
I do stress that I fully understand that this MMO cycle should NOT be spammed in short periods, but a balanced approach to this cycle can create beautiful scenarios over time when executed correctly.
