I just wondering. what is the function of morph runestone actually?

It's the second method to unseal sealed lv65 equipment.
The first one requires 800k gold, 20 Ter Runes, 10 Fa Runes and 5 Kal Runes; whereas the second one only requires 800k gold and 1 Morph Rune.

But why GM dont add Morph to Papa? with letters

Because it's supposed to be one of those luxurious mall items. If unsealing was limited to mall, then we'd have a problem. But you can farm all of the necessary runes or even purchase them as they tend to flow around the market quite a lot. (Well, Ters and Fas not really, but those aren't limited by bosses or chests like Kals are).
