As far as i've seen, you're running the game on a very old pc, shouldnt really matetr that much, but what you should try is

- Turn off/or uninstall ur virus program
-Disable firewall
-Re-downloading client
-try to download the patch and manually apply it, if it refuses to patch
-try to run the launcher in compability mode
-restart ur pc after you've done all this, and ALWAYS open the laucnher as Administrator

This causes problems in 99% of cases.
We are already past 2k. There is no GPU that isnt capable of a simple DirectX 8-9 rendering nowadays.
You need to check what right Drivers you need for your Graphic adapter.
Please Open: Device Manager -> Display Adapters -> Standart VGA Graphics Adapter ->Right click menu: Properties -> Tab: Details -> Property Drop Down: Device instance path.
Copy and post "Value" here in this thread.
We will be glad to find you proper drivers for your device.

There is "Details" tab. Usually 3rd tab.

It is also notable that it's 2017, any PC that's made over 2007 is promised to have respectable (graphics card), so better solution is to source different (used) PC. It will do a lot more than just allowing you to play PKO but many other tasks/applications one would require from computer.
