So the duration time means that the quest is available for 10 mins ? , so we have the time for just one cycle of quests per round , anyways isnt 10 min a very low time ?

Basically it mean that the event active for 10 minutes..
If you could finished the chain-quests within 10 minutes (while event active) then you can get another set quest from beginning..
If it's more than 10 minutes by the time you finished those chain-quests (event over), then no more new quest to obtain..
So the 10 minutes refer to event time not the quest time
It depends from level to level, really
