If I remember anything about this you need to do commerce, so fill your ship with cargo and stuff and sail across the ocean to other ports where they buy it at a premium or whatever and eventually you upgrade your commerce or something Like that. You might be able to find a guide online somewhere. If I find one I will post it.

normal commerce quest give sailor Commerce statue
once you reach 20% of tax rate (a lot of quests) you can do an upgrade of your permit
