I reckon all spawned and spawnable Lv 20 Smugglers will take off their hat, bow down, and turn themselves in to possibly join the PKO Navy Divisions ashamed of themselves. Rockery will be empty.

And I will keep all of their Fake Documentations and sell them for a Black Dragon set. Although I will donate 10% of my gold to the Shinso shrine beforehand.
