Dealing conch damage while on tornado

This never happened, but what if voys can conch while enemy is affected by tornado? Would this change the balancing of the whole game?
Tell me your opinion, and if you would want this to actually happen ?

hmmm if this act like a stun and you can damage whoever get tornado-ed, the skill cooldown will need to increase and stuff, also this might effect the pvp scene tho, not sure its going to be good or bad, the community have to vote for this tbh, it can be good or it can be hella bad
