Have you formerly accepted hexathlon quest? Additionally, what time (server's timezone) when you took this screenshot?

yes, but during halloween event. i took this screenshot at 2.pm ++ (gmt +8)

No, halloween is not same hexathlon, are you certain you have not abandoned in middle of hexathlon last time? I would go and check all NPCs again, using a hexathlon forum guide to locate all NPC and see if they have quest for you.

yes. my last hexa is when halloween event. this is my first hexa quest for this event.

Before next hexathlon I would go every NPC and make sure none of them have quest for you.
Then, at next hex round, we'll see what happen.

Remember, the next hex starts in two hours, so that means you have two hours to go over every NPC.
