Another Troubleshoot

My client suddenly redownload all lib files, again. so i uninstall and try to reinstall, however I have deleted the setup. So I do system restore returning it before I uninstall. Now it shows error message:
load Txt File [scripts/txt/CharacterAction.tx] Fail!
eff1.vso
script/table/TerrainInfo.bin

any suggestion to fix this? Aside redownload the setup.
