Here are some concerns:
-It's game breaking because people can just buy level and be a high level fast
Not really, you can already pay for leveling and be lv 65 or 70 pretty fast. lv 65 or 70 are not even close enough to end game so the player would still have to level themselves or pay for plvl. Similar things are done in private wow servers without anyone batting an eye. For example a private wow server I played at allowed me to purchase a lv 70 character when the lv cap was 80. That allowed me to skip some of the leveling in order to reach the end game faster. It didn't matter because for the end game you need gear which has to be earned on your own.
-It will ruin the plvling business
No. The service would be costly so it would only be purchased by people who really want to lv fast like someone who has very little time on their hands. Maybe some old nostalgic player has two days off work and they want to be a geared lv 65 crusader in one day.
-Why?
To increase the server revenue and to potentially bring in a few more new players who are put off by the time consuming leveling. I am not even sure if this is a good idea or if anyone would actually pay a decent amount of cash to level themselves this way.
-How would I do it?
I would create an untradable item or items with a level cap that would rougly give that amount of exp if used at lv 1. Then in order to not overlevel players I would cap it at 10 levels below the intended level. So lv 65 boost would be capped at 55 and lv 70 boost would be capped at 60.
-What would the price be?
I am unaware of the cost of reaching such level through plvl but at least twice as much or three times as much.
