A good con base

Just wondering a good con base for champs because i really dont want to go full con; (yh you can tank, but u dont do sht) I want to retain tanking properties and deal decent damage. Just wondering what a good number for con would be

champ will become useful after lv80... lower than that it dont have many things to offer.. i played champ from Top1,Top2 and few other private servers as well.
