    I managed to resolve the issue by myself. But to be honest, i'll have to admit im pretty dissapointed by the reaction of GM and dev, which was - none. Although i posted my concern in correct topic politely demanding support which should've been provided to me. I'm not very confident anymore...

Easiest way to get there is to get to atlantis haven located a little to the west from the icicle city. Later on quest 37 you'll need to kill that same boss...
