I don't know, but I'm going to play devil's advocate......Maybe give them free Plvl to 41 so they have some incentive to stay on the server atleast?

What drives away (most) people from doing it is that, sure, you decide to waste a certain time of your life to leveling someone or some people, and it more often than not ends up in bad experiences. Generally:
-Either the person you plvl'd up asks you for more plvl or for help with money, gear, etc... at which point you're babysitting and spoiling him;
-Or the person quits after a few days/hours/minutes because it's "not the right type of server" for them or whatever other reason there is behind quitting.

Both of those cases usually end up with you having wasted your time to plvl someone who doesn't appreciate it or takes it as something that's mandatory and is their "god-given right" only for them to end up quitting shortly after.
I may be a bit biased, because that's what the entirety of my "lending a hand" experiences came to. But it's not just me, I heard a lot of similar experiences from others, and even this thread contains "hints" (aka a big picture and a large part of it emphasizing how plvling ain't something you get for free) that it happens quite often.

The "sad" truth is that the server is very grindy and time-demanding. A lot of people expect to be leveled up and/or being given money or gear, but the harsh reality is that the "Newbie phase" is just a taste of what's to come later on, and that's a lot of hard work, grinding, time and effort, or all of that in mild doses + cash.
So might as well let people on their own, maybe guide them, hint them something, but not do the work for them. Props to the small minority of people who actually appreciate the plvling and it helps them get into the game, but let's be honest, how many people are like that?
 
@Leba You have brought up some valid points and about the “grindy server”; that it may turn some new players away which is true, but we, as players, cannot do much about it.
I get that they ask for hand outs and it is annoying, and we should simply tell them that handouts don’t exist in this server because this server is for grinders. If they can with stand the grind after the assist then that should tell us that this new player is a legit player, if they cannot withstand the grind, then we have done all that we can to keep players from leaving. But when a newb asks for help and we ignore them, then that is already 1 less player in the server.

I completely agree with leba. I have plvled many people before to 41 and left them as my disciple 1 hour after I stop plvling them they log off and never log on again.
One time a lvl 41 said "want my gear?" In my head I said what gear u don't have anything ffs.Why did you quit? Umm nothing to do...
I am like wtf plenty to do, go get to high levels ,mazes, cooking,crafting, grind cash , gems , bossing or even completing story quest to the end.

They just want free gear free plvl and 2 days later they quit like every TOP private server that has outrageous rates. (1 Mystic shrub = level 3000)

Sure there is always a risk of ending up with a bad experience when helping someone. But the idea wasn't to protect your ego or emotional situation, it is to invest in the future so to say. ToP is old, very old in the MMORPG world. So the fact that we get newbies trying out the game needs to make us happy! Why? Well first of all the potential new players especially to a so vanilla(grindy) server like ours is quite limited. Either we somehow manage to collect all the hard working players from ToP (in marketing terms impossible), we get the (pardon my french) twats from old ToP, or we try and be as helpful and nice to new guys as much as we can. The only way you can change the majority of the servers attitude. Otherwise in a years time it will be the same 600 players getting more of the resources of the game and would be harder for a new guy to start, learn about the game and at the same time advance as quickly enough so they do not get bored to death!

Regardless if you lvl them or not they will quit. Why? Because they are lazy in the first place they will expect everything on a silver platter Plvl money gear also no one is obligated to plvl them they act as if you are their slave by demanding shit.
 
Like I said I understand with what you are saying but this isn't 100% of the new players that start, not even close. Because I was once new I asked for someone to help me, he got me to LV 25 and I was eternally grateful. I paid the dude back for the sandbags he used a week or two later when I got some cash.
Getting sidetracked here. I really do not agree with your approach it is equivalent of waking up in the morning and being awful to everyone you meet, because someone wasn't nice to you yesterday. A non-sustainable logic that leads to self destruction. I help newbies. I do not give them cash nor gear even if they ask, if they quit, well of done a good deed, met a new person and tried to help the community. If they offer me their gear, I have made money, if they decide to stay, well there we go I have reached my goal successfully. If they quit a couple of days later.... Well now, I can't control other people can I?
P.S. I love this server and there are plenty of nice people, just not to new guys.
