    u fill it up by killing mobs SOLO , then u can consume the exp on ring for 3x exp when partying with some1 5 lvls below u not including ur level ( i.e. if ur 30 u party with some1 24 and below). if it reaches 0 exp on ring then u wont get the 3x exp and u need to leave party and kill mobs solo...
